controlled solid waste "controlled solid waste" means any solid waste falling within any of the following categories: (a) commercial solid waste; (b) construction solid waste; (c) household solid waste; (d) industrial solid waste; (e) institutional solid waste; (f) imported solid waste; (g) public solid waste; or (h) solid waste which may be prescribed from time to time;
